A federal judge has approved an unusual permanent injunction against the Orange County district attorney barring him form enforcing a gang injunction won in the sate court against 48 people. Lawyers for the ACLU hailed the ruling as a major victory. ACLU officials said the injunction ensnared dozens of relatives of suspected gang members. This decision means that police and prosecutors cannot impose special sets of rules on the people they decide are gang members, without providing a meaningful hearing as the Constitution requires.
